The developed and developing countries are facing contrasting population problems. While most developed countries are experiencing below-replacement level fertility and slowing population growth, many developing countries still have relatively high birth rates and their governments are attempting to both reduce fertility and encourage outmigration to reduce their excess of youthful workers. Alongside these changes, many developed countries are hosting a growing number of legal and illegal migrants, while many developing countries face a brain-drain of highly skilled workers.
